"Serkis Tumanian" was a person who purchased about one hundred villages in the "Manjavan" and "Keyvan" rural districts, both part of Khoda Afarin district, with money from the Russian Empire and was considered a major landowner in the region. After the overthrow of Nikolai Padgorny by Stalin and the formation of the Soviet Union, their plans in Iran were foiled, and he was forced to leave Iran for France. Construction of this building began in 1901 AD and was completed in 1907 AD. The building's location on a rocky hill makes it resemble a castle, and this structure, built to control the area, is locally known as "Kantor."
The Tumanian Mansion is located in the village of Vinaq in the Kaleybar county. This beautiful building with its scenic surroundings is one of the beautiful structures of the Arasbaran region, belonging to the Qajar era. It was built in two floors and includes a continuous veranda and four towers, constructed in the style of 19th-century European castles. The stone muqarnas of this building are among the most delicate and beautiful decorations of their time. A stone inscription on the mansion's wall next to the entrance door shows the date 1907 AD.
